70/Beston Rd Intersection

Walnut Creek ETJ ZONING)

June 2008

Over 100 Attended DOT 70 Bypass Public Forum

Willie Ray gave brief overview of problems with the 70/Beston Rd. Intersection.  Major points not mentioned in the News Argus.

  •  Accidents moved to other intersection.
  • Number of accidents in the area of the intersection since the change: According to Highway Patrol, 17 reported accidents, 6 with injuries, more than before !
  • Serious problem intersection closes one of only 3 North/South corridors in Wayne County.
  • Forces turning traffic, including large farm equipment to travel in the fast lane on 70 in two directions.  Walnut Creek entrance and Country Butcher Shop.
  • Lack of County Officials support created the problem !
  • Bottom line "Stop Light is needed NOW" !

Willie Ray Supports and Attended Opposition Organizational meeting of the Walnut Creek ETJ (ZONING)

  • Estimated 100+ area citizens attended an organizational meeting to oppose the action on the part of Walnut Creek Officials. Starling spoke in opposition to the ZONING move on the part of Walnut Creek Officials.  Walnut Creek is holding a public hearing and it is scheduled for Wednesday 28 May, 7:30PM at the Walnut Creek Municipal Building, Cross the dam and take the first right.  Please come and let your presence be known in opposition to the ETJ (ZONING) for Walnut Creek.

It is time to get the campaign organized and move out to bring a voice for the working people to the Wayne County Board of Commissioners. I have spoken with lots of folks in the district and concerns are:

Taxes are Too High.

  •  Government is Too Big
  • Commissioners seem to be representing Government not Working People.
  • Communication between the Commissioners and School Board.
  • Keeping A Huge Reserve Fund Is Wrong
  • It is wrong for local government to spend tax dollars to "educate" citizens why they need to pay more taxes.
  • We need to complete Highway 70 bypass and solve the Beston Road. intersection problem.

I want to be a strong voice for working people and represent OUR DISTRICT on the Board of Commissioners. But I can't do it alone. I need a Some Help from people like YOU.

Please Join with Others in Our District to bring REAL REPRESENTATION FOR WORKING FOLKS!

    A VOICE FOR WORKING PEOPLE!

      April News Letter

This is Willie Ray Starling, giving you some information on the sales tax proposal to be on the May Ballot.

Let's set the record straight to start.

    • Although I agree that sales taxes are a fairer method of raising the revenue necessary to fund government, adding an additional tax is wrong.

    • I fully support the need for upgrading our communication system.

    Dear Folks

In May of 2005, the seating commissioners voted to increase your 911 tax from 85 cents to $1.85 (118% increase) per month, the revenue would pay to keep the county's communication system current for the next 15 years. Your 911 fees total more that $ 1 MILLION to the county in 2007.  See the News-Argus Story here.

The Goldsboro City Council would not support this $1 increase. Council members said their backing was unnecessary and that they were concerned about how long the surcharge would be levied." See News-Argus Story here.

Now these commissioners want you to support an increase in your sales tax to support improvements to this same communication system.  See News-Argus Story here.

Sounds like they are using the "Need for replacing outdated communication system" to justify both taxes.

Wayne County currently has over $50 MILLION in reserves and can afford to pay for the improvements from funds on hand.    See the NC Treasurer's report  (Item # 215C)

According to the non-partisan John Locke Foundation the Wayne County revenues have grown 27 percent faster than inflation. It goes on to state that in Wayne County "The average family of four paid $608 more in taxes in 2006 than in 2001." See the JLF report here. (Paragraph 8)

Several surrounding counties have agreed to reduce property taxes to adjust for the sales tax if it passed. Wayne County has made no such commitment.

I believe our families work hard to make ends meet and that they already pay too much in taxes.

I urge you to get the facts before you vote.

I support the sales tax ONLY if it is revenue neutral, the property tax reduced to offset the increased revenue from the sales tax. Our Citizens need tax relief now.

If the sales tax increase is implemented, I will work to reduce the property tax by an equal dollar amount to make the additional tax revenue neutral.

    Thank you,

    Willie Ray Starling,

Candidate for Wayne County Commissioner, District 5

    SCHOOLS

Citizens have heard about improving education and school facilities in Wayne County for years. We have had enough of all talk and no action, it's time for a someone who will speak up for the working citizens and bring a strong voice to make education the TOP PRIORITY.

We need someone who will walk the walk and not just talk about it. It makes no difference how we got the problem let's get to work  and find the solutions.

      FACTS

¨         The County is required to fund buildings for school growth.

¨         The Elected School Board is responsible for the  operation of  the schools in Wayne County.

¨         Some Schools throughout the county are very old and require expensive upkeep and remodeling.

¨         Wayne County Growth is ever increasing, We must repair the current schools and build new facilities soon.

¨         Improving schools will bring better jobs and industry to Wayne County.

¨         Crowded and Poor Facilities have an effect on a child's education.
